What is the Butler County Local Emergency Planning Committee?
The Butler County Local Emergency Planning Committee (BCLEPC) is one of 87 Ohio Local Emergency Planning Committees which were established pursuant to Section 301of the Federal Title III, Superfund Amendments and Reauthorization Act, commonly known as the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA).
Butler County encompasses more than 469 square miles and includes 12 cities and villages, and 13 townships. The population is approximately 350,000 residents. The BCLEPC is charged with administering local compliance with the reporting and training laws regarding hazardous materials.
The BCLEPC is comprised of members representing several occupational categories: elected local officials, law enforcement, emergency management, fire fighting, first aid, health, local environment; hospital, transportation, electronic media, print media, community groups, facility owners and operators subject to EPCRA, interested citizens and non-elected local officials.
According to the Ohio State Emergency Response Commission (SERC), the LEPC shall prepare local hazardous materials emergency plans that indicate the facilities that use, produce, or store extremely hazardous substances within the county; serve as the repository for local reports filed under EPCRA; and direct local EPCRA implementation activities and perform associated outreach functions to increase the awareness and understanding of and compliance with the EPCRA program.

NOTICE OF AVAILABLE PUBLIC INFORMATION
The public is advised that information concerning chemical inventories of certain facilities within Butler County, as well as information concerning Butler County’s chemical response planning efforts, is available for review.
The Superfund Amendments and Reauthorization Act of 1986, known as SARA, and/or the Emergency Planning and Community Right to Know Act or EPCRA, provides a framework for chemical response planning in each local planning district, which in this instance, is Butler County. The Butler County Local Emergency Planning Committee (BCLEPC), working with the Ohio Emergency Response Commission (OERC or Commission), the Butler County Emergency Management Agency, and local fire departments, implement these requirements within Butler County. Chemical inventory information for facilities that meet or exceed the reporting threshold requirements of 10,000 pounds for hazardous chemicals or approximately 500 pounds for certain defined extremely hazardous substances is available (the threshold for extremely hazardous substances is as low as one (1) pound in certain instances.)
